Audio failing to initialize should do something sane

This is a problem because the resource manager will still try to load sound effects if no audio device is present. Normally this would just be inefficient; in our case it fails because SDL_Mixer didn't initialize. Whatever catches disabled audio has to be a wrapper around audio loads, or has to be at the libN2L level.
