The shield splash should be A) based on constants at least, if not scaled by the damage done. B) Be based on the ship-facing rather than the out-normal (probably), and C) should be faster.

This is low priority. Not to mention the fact that full facing shield flares are disabled at this point. I'm going to lower the priority and move to half testing.
