For a long time we've known where damage is taking place and other information... but no substructure damage is actually ever applied. We need to get this working for certain triggers and actions as well as doing real game balancing.
This somewhat depends on switching over to new specific hulls so more object locations can be defined. (Such as engine emission faces vs engine housings) It might also be fairly easy from this stage to add multiple different locations such as hanger bays, etc.
