This could be pretty tricky and I might want to implement it at a lower level so it can be reused. For sure fonts will need a lower level implementation because the multiple passes need to take place per glyph which can't be done efficiently with the current API.

Basically we want to render the sprites larger than declared with a lower alpha scaling down to the requested size and 100% of requested to make things appear to glow slightly.
